It is worth noting that the production of alcohol and citric acid is based on food. At present, there are serious overcapacity in these two industries in China. As fuel alcohol is listed as an alternative energy source for gasoline, the production technology and equipment requirements are not high, and the construction of grain alcohol projects in various places has been overheated. China's citric acid production and export volume has ranked first in the world for many years in a row. About 80% of domestic production is exported abroad. For many years, the industry has always had the problem of low-price competition and competing exports.

The overheated development of these industries has caused food shortages in some areas and has become a hidden danger in China's food security. This has become a realistic background for speeding up the process of eliminating backward production capacity in these two industries. At the same time, due to the large amount of pollutants emitted from the production of alcohol and citric acid, high management costs, and weak awareness of environmental protection, some companies have turned their backs on pollution control in exchange for the interests of enterprises. The phenomenon of waste water and liquid waste has become increasingly fierce and has become a local environment. Large polluters. Therefore, it has become even more urgent to increase the elimination of backward production capacity in these industries and curb the intensification of environmental pollution.

The "Notice" requires that all localities shall, in accordance with the implementation of the "Eleventh Five-Year Plan" and annual indicators requirements for the elimination of backward production capacity, combine the actual situation of local production capacity, product structure, implementation of national industrial policies and environmental protection standards, and pollution control in these four industries. Scientifically quantified the indicators, and the indicators were decomposed into enterprises.
