Over 10,000 acres of lake scale reduced to 119 acres

On March 28, the reporter visited the coast of Shahu and conducted field investigations. The row upon row of lakes has built tall buildings, like a pile of fences surrounding the lake, and the lake is getting smaller and smaller. The reporter inquired from the Wuhan Water Affairs Bureau that the area of ​​Shahu has been reduced from the previous 10,000 mu to 119 mu today.

Shahu Lake is the second largest lake in Wuhan's downtown area and is a rated lake in the inner ring. It is called the "city's lung" in Wuhan. At present, besides office buildings on the shores of the Shahu Lake, a number of real estate properties such as Waterfront Star City, Sands Heights, and Dream Lake Waterfront have been around for several years.

From the two sets of photographs taken by the local residents, it can be seen that in the two years, the lake has been greatly reduced, and there is still some distance to the other side, which seems to be a lot closer.

In 2005, Wuhan City had promulgated and implemented the Detailed Rules for the Implementation of Wuhan Lake Protection Regulations. Since 2010, it has implemented the "Administrative Measures for Lake Improvement in Wuhan City," and has provided detailed regulations for the regulation, management, and utilization of lakes, and has defined each Departmental responsibilities.

It is understood that according to the requirements of the "Implementation Rules for the Wuhan Lake Protection Regulations," the construction projects of lakes and lakes must be subject to the administrative approval of the water department. When the administrative department of water makes administrative licenses involving lakes, it should publicize the permit. However, the reporter did not see the publicity of the development of the Shahu Lake project during the publication of the administrative license issued by Wuhan Water Affairs Bureau.

According to the water department, in the past two years, there have been four major projects in the surrounding areas of Shahu, which are the Shahu Bridge, the subway repair station, the sewage treatment plant, and the Shahu Park renovation project. The first three projects have obtained the administrative permission of the water department. During the construction process, the lake waters have been occupied to varying degrees due to dredging, cofferdams, and construction access roads.

The Wuchang District Water Affairs Bureau explained that the lakes in Shahu are divided into two types. One is the temporary occupation of the lake by municipal construction. After the completion of the project, the lake should be excavated and returned to the lake. The other is to occupy a small amount of land in the construction of Shahu Park. Some lakes have built lake roads and landscapes. However, the reporter did not get a positive answer to the area of ​​lake fill used for commercial housing development.

Lots of Waihu Real Estate Allegedly Violated

The reporter found during the field visit that many buildings are very close to the lake. In the "Fuxing Fitch reputation foreign shores" at the sales office on the Avenue of Friendship, the sales lady introduced that the company is building several blocks of land near the shore of Shahu. The properties are very close to Shahu Lake. The land currently under construction is filled with lakes. Due to the scarcity of land, many developers are rushing to build houses alongside Shahu Lake. The current average price of houses along the Shahu Lake is around 11,000 yuan per square meter.

According to reports, in order to grab more land and build houses, developers have even resorted to the "first step" method and started construction under incomplete procedures.

The No. 7 land on the waterfront was reported to have been constructed illegally without approval. In this regard, Wang Feng, head of propaganda for Fuxing Fitch Properties Investment Co., Ltd., stated that the land used for construction was legally acquired through the land bidding, auction, and hanging procedures. In addition to the construction of the building on the 11th floor, the other sites were not funded and approved. In place, no construction was carried out but the land was only leveled.

The “Administrative Regulations for Wuhan Lake Improvement” clearly stipulates that the lake water line should be the lake's high control water level; the lake green line should use the lake's water line as the base line and extend outward no less than 30 meters; the lake's peripheral control area should be the lake greening land line. Baseline, extend no less than 300 meters to shore. The construction of any buildings or structures is prohibited in addition to the construction of necessary municipal utilities in accordance with the plans for the construction of lake waters and green land. The development and utilization of land within the lake's peripheral control should be coordinated with the public and public functions of the lake, and public access and sight lines should be reserved. Inferred from this, there are a large number of commercial housing projects along the Shahu coast that do not meet the above requirements.

Slag heaps aggravate lake shrinkage

In the piano garden near the lake at Hubei University, the reporter saw a large amount of muck piled up and the smell was unpleasant. It is understood that this is also one of the culprits causing the lake to decrease year by year. Nearby residents introduced that these scum were secretly dumped at night near construction sites and residents repeatedly complained of no results.

Dregs not only affect the cleanliness of the city, but also block drainage channels. In urban heavy rains, slag and soil jams may cause urban guilt. Therefore, laws and regulations at all levels prohibit the dumping of garbage, muck and toxic and hazardous substances into lakes. According to requirements, construction waste residue should be disposed of by landfill. However, in Wuhan, there is often a large amount of slag trucks that randomly deposit muck on empty land near lakes, causing serious pollution. This situation exists in varying degrees in Shahu, Donghu and Nanhu. As the muck is difficult to handle after dumping, it will gradually invade the lake after being piled up for a long time.

“Wasteland treatment in Wuhan has always been a big problem. We are also looking for ways to check it, but it is always illegal.” Gan Xiaoming, director of Wuhan Urban Management Bureau, told reporters.

According to reports, the urban management department sometimes puts in a lot of law enforcement energies, conducts 24-hour duty inspections at various intersections, prevents new slag, and verifies the source of dregs and informs the engineering units to handle them as required. "But now the amount of slag is too large, the transport method needs further study." The person in charge said.

In order to better protect the sand lake, in 2004, the Wuhan municipal government decided to comprehensively govern it and build a sand lake park centered on the surface of Shahu Lake beside the waterfront of the northwest corner of Shahu Lake.

Shahu Park has a total planned area of ​​3.67 million square meters, of which land area is about 890,000 square meters, and it is declared to be open at the end of this year. However, the specific design plan of the park has not been announced yet. Residents along the coast said that they can sometimes see posted notices, but they have never seen the planning drawings of Shahu Park.

In accordance with the Implementation Regulations of the Wuhan Lake Protection Regulations, the water administrative department shall, in accordance with the relevant laws, regulations and these Rules, implement the administrative permit involving lakes, and shall establish a hearing system in accordance with relevant regulations. In the course of the reporter’s visit, residents on the shores of Shahu said that they had not received prior notification of many things. Cai Guimin, who lives near Qinyuan Road on the shores of the Shahu Lake, said that many projects were known only after the start of construction and that no one in the vicinity had attended the hearing.
