The Chicago Tribune recently published an article detailing a new three-year contract for firefighters in Downers Grove, which includes incremental salary increases over the next three years. The agreement was approved by the village council on August 5 with a vote of 5-1. According to the terms, firefighters will receive a 3% raise this year, followed by 2% in 2015 and 1% in 2016.
The contract was ratified by the firefighters’ union on July 24, as confirmed by union President Rob Pekelder. The union represents approximately 70 full-time members, including firefighters, paramedics, engineers, lieutenants, captains, and the director of emergency medical services. While the percentage increases are applied uniformly across experience levels, actual raises for individual employees will be higher based on their step within the pay scale.
For instance, a starting firefighter/paramedic will see their salary increase from $63,787 to $65,701 this year, and further to $67,685 in 2016. Those with more experience will see even larger increases—like a firefighter with two years of service who will earn $73,439 this year and $79,196 in 2015, reflecting a 7.8% raise. A firefighter with four years of experience will see their pay jump from $79,337 to $81,717 this year, while a firefighter/paramedic with the same tenure will earn $86,621, up from $84,098.
Additionally, all union members who reach the top of their salary range will be eligible for one-time bonuses between $750 and $1,500 during the contract’s term, depending on their level of experience. The agreement also prohibits any form of strike activity by union members.
Commissioner Bob Barnett, who opposed the vote, criticized the contract, saying it locks the village into long-term financial commitments without flexibility if economic conditions worsen. “Once again, we’ve put into our contract conditions that commit our residents to pay for pay increases with no recourse if the economy tanks,†he said. “Basically, our only way out of this would be to fire people.â€
The contract is retroactive to May, meaning that the 3% raise that firefighters should have received over the past three months will be paid as a lump sum in their next paycheck. Future raises will take effect in May each year, according to Village Administrator Baker.
