The contents of the draft “plan” that has been exposed show that China’s future new energy vehicle development plan will focus on pure electric vehicles. In the “Regulations for the Adjustment and Revitalization of the Automotive Industry” implemented last year, the plans and requirements for the development of new energy vehicles were outlined. The draft of the "Plan" proposes that during the planning period, three to five backbone enterprises of new energy vehicles shall be formed to form two or three key backbone components such as power batteries and motors with independent intellectual property rights and strong international competitiveness. In addition, the “planning” also puts forward requirements for the management of access to new energy auto companies and products, that is, the joint ventures of key components of new energy vehicles, such as new power batteries for vehicles, drive motors, and vehicle control systems, must have independent research and development capabilities. New energy vehicles need cooperation from all parties

The draft of “Planning” also pointed out that R&D, promotion, infrastructure construction, industry standard formulation, development of core components and other key components of energy-saving and new energy vehicles, policy support, and access management are all important links in the development of new energy vehicles. .

According to Dong Yang, executive vice president and secretary-general of the China Association of Automobile Manufacturers, the development of new energy vehicles requires the cooperation of the policy, industry authorities, taxation authorities, and vehicle and component companies. Previously, BYD's dual-mode electric vehicle F3DM was considered by BYD as a strategic model of new energy vehicles, but its current sales performance was flat.

Last week, Changchun City, one of the five pilot cities for new energy vehicles in China, officially established an electric vehicle charging station. However, according to insiders of the Changchun Electric Power Bureau, except for a small amount of official vehicles, almost no privately-owned pure electric vehicles can be seen on Changchun Street.
