The reporter learned that the full text of the "Guide" is divided into five chapters, namely: the major achievements and problems in the "Eleventh Five-Year" industry development; the situation facing the development of the "Twelfth Five-Year Plan" industry; and the guiding ideology for the development of the "Twelfth Five-Year" industry. , strategic objectives and major tasks; "12th Five-Year" key industry development direction; measures and suggestions to achieve the "Twelfth Five-Year" development goals.
Propose multiple constraints
According to the “Guidelines†and the “Twelfth Five-Year Plan†period, the petroleum and chemical industries will strive to achieve six strategic goals and complete six key tasks. At the same time, in order to promote substantial progress in the transformation and development of the petrochemical industry during the “12th Five-Year Plan†period, the Guide also proposes some binding indicators. For example, if the industry's total output value grows by more than 10% annually, the industry's total output value will reach 15 trillion yuan by 2015; the R&D input of key enterprises will account for more than 3% of sales revenue, breaking through 80-100 key critical and common technologies; The rate of fine and specialty chemicals has risen to more than 45%; more than 15 companies have sold more than one hundred billion yuan.
In terms of energy conservation and emission reduction, the “Guideline†also puts forward strict requirements: In 2015, energy consumption and carbon dioxide emissions from industrial added value per million were both 15% lower than those at the end of the “Eleventh Five-Year Planâ€, and total chemical oxygen demand and ammonia nitrogen emissions The volume is reduced by 12%, the total amount of nitrogen oxide emissions is reduced by 10%, the total amount of sulfur dioxide emissions is reduced by 7%, and the comprehensive utilization rate of chemical solid waste and disposal rate reaches 90%.
In addition, it was learned from the industry that the “Twelfth Five-Year Plan for Development of the Petroleum and Chemical Industry†has completed the first draft, which was officially approved by the competent authority and is expected to be formally promulgated around June this year.
New materials and other sub-sectors accelerate development
According to relevant experts from the Petroleum and Chemical Industry Planning Institute, during the “12th Five-Year Plan†period, China will focus on the development of new chemical products represented by new chemical materials and fine chemicals in new fields. At the same time, through the gradual maturity of the demonstration project, the new chemical science and technology achievements represented by the new coal chemical technology will be gradually promoted in the regions where conditions permit.
In addition, China will also rely on large-scale domestically-refined key engineering technologies represented by large-scale oil refining, ethylene, and chemical fertilizer equipment to improve the core technology self-sufficiency rate of the petrochemical industry. Industry sources pointed out that it is expected that some domestic listed companies with advanced technologies in fine chemicals, new chemical materials, and new coal chemical industries will usher in a vigorous development during the “12th Five-Year Plan†period.
