Connecticut’s Ignition Interlock Device Law

However, things have become more complicated in recent years. Many states, including Connecticut, now require the use of ignition interlock devices (IIDs) for certain DUI or OUI offenses.

Connecticut first introduced its IID law in 2015, mandating that drivers with a second or subsequent OUI offense install an interlock device in their vehicles. Since then, the state has expanded this requirement, making IIDs mandatory for anyone whose license has been suspended due to a drunk or drugged driving offense.

What Is an Ignition Interlock Device?

An ignition interlock device is installed in a vehicle after a DUI or OUI conviction. To start the car, the driver must blow into the device, which measures the blood alcohol content (BAC). If the BAC is above a certain threshold—usually .025 or higher—the car won't start. This helps prevent intoxicated individuals from driving.

But the testing doesn’t stop at the start of the journey. Throughout the drive, the device may prompt the driver for a rolling retest to ensure they remain sober while operating the vehicle.

In Connecticut, there are several key rules when using an IID:

  • The device prevents the engine from starting if the BAC is .025 or higher, though this limit may be lower for drivers under 21.
  • All vehicles you own and operate must be equipped with an IID.
  • You’re required to have the device calibrated every 25 to 30 days by a certified installer.
  • Failing to maintain or calibrate the device can result in license suspension.
  • Tampering with the device, driving without it, or having someone else take the test for you can also lead to penalties.
  • The device sends reports to the DMV if you fail a retest or have a BAC over .05.
  • IIDs come with costs. You’ll typically pay $175 to reinstate your license and an additional $100 for administrative fees.

License Suspension and Using an IID

Even if you were only arrested for a DUI or OUI—not necessarily convicted—you may still be required to install an IID. In Connecticut, an arrest for a BAC of .08 or higher (for adults) or .02 (for those under 21) can trigger these requirements.

To regain your driving privileges, you must apply for a Special Operator’s Permit before your current suspension ends. The suspension typically begins 30 days after the arrest and lasts for 45 days. Once that period is over, you can get your license reinstated—as long as the IID is properly installed.

The length of time you must keep the IID depends on your age and the number of offenses:

  • Under 21: One year for a first offense, two years for a second, and three years for a third.
  • 21 and older:
    • First Conviction: 45-day suspension, followed by at least one year of IID use.
    • Second Conviction: 45-day suspension plus three years of IID use with restricted trips during the first year.
    • Third Conviction: Permanent license suspension, but you may appeal after three years.

Additionally, if you refuse an OUI test—whether it's a breathalyzer, chemical, or urine test—you'll still be required to install an IID. This rule also applies to those who have been charged with vehicular assault or manslaughter.

The IID period starts from the date your license is restored, not when the device is installed. However, if you face another suspension while using the device, the timeline will reset based on your latest incident.
