ADVANCE OR JUMP

After World War II, Advance Ambulance became the leading private ambulance service on the North Shore, primarily transporting patients between hospitals, from hospitals to nursing homes, and vice versa. They also occasionally provided transport from residences to medical facilities. The Evanston station was located in a former American Railway Express garage at 1019 Davis Street, with additional stations in Skokie and Chicago.

In the 1970s, Advance moved its three suburban ambulances to a new three-bay facility at 2421 Dempster Street in Evanston, near the Skokie border. In 1980, they proposed a bold plan to the City of Evanston and the Village of Skokie: to take over medical transport services from their Dempster Street location. Under this proposal, Advance would replace the city's MICU ambulances with EMT-staffed units, handling billing, insurance, and debt collection. They promised to maintain five ambulance responses simultaneously by moving units from their Chicago station if needed.

The fire departments would still provide paramedic services, but rather than having firefighters assigned to ambulances, paramedics would be stationed with engine companies. This allowed for more flexible staffing, with all engine and truck companies potentially responding to medical calls alongside Advance ambulances. If necessary, a fire department paramedic could ride with the ambulance, while the crew remained operational with a smaller team.

Evanston would have had three four-man paramedic engine companies, one non-paramedic engine company, and specialized units. Skokie would have had similar arrangements. Although both cities declined the offer, it could have led to an automatic-aid agreement, allowing combined dispatching and training while maintaining separate departments.

This idea might have also allowed Evanston to close Fire Station #4, with neighboring units covering the area. However, the plan never materialized.

In 1987, Fire Chief Sam Hicks retired after 37 years of service. Raymond Brooks, the EFD’s second African American chief, was hired. He introduced the “Jump Company Plan” in 1988, assigning paramedics to three engine companies. However, response times dropped, and confusion arose, especially during the 1991 Asbury Avenue fire incident.

A 1991 scandal involving falsified paramedic records led to suspensions and re-certification requirements. Many paramedics were reinstated, but some left the program. Chief Brooks resigned in 1991, later serving as chief in California and Alabama.

After his departure, the Jump Company Plan was abandoned, and EMS operations returned to a more traditional model. By 1999, all five fire stations had paramedics equipped with ALS gear, reducing reliance on dedicated MICU ambulances. The EFD continued to operate two front-line MICU units, with a third available when needed.

This era marked a shift toward more integrated emergency services, laying the groundwork for the modern structure of the Evanston Fire Department.
