On May 18, the inaugural member congress of the China Chemical Safety Association, under the guidance of the State Administration of Work Safety, took place in Beijing. The event marked a significant milestone as key association documents were officially approved, signaling the official launch of the organization. Li Yizhong, director of the State Administration of Work Safety Supervision, delivered a keynote speech emphasizing the importance of the association's role in enhancing chemical safety across the industry.
The China Chemical Safety Association was originally established in 1993 as the China Chemical Safety and Health Technology Association. In March 2006, the association began recruiting members nationwide, and many leading chemical companies joined, including major players such as China National Petroleum Corporation, Sinochem Group, CNPC, CNOOC, and others. Currently, the association has 126 member companies. According to Wan Shibo, vice president of the association, large petrochemical enterprises play a crucial role in ensuring chemical safety. Following approval from relevant authorities, the association’s chairman will be selected from central-managed large petrochemical companies. At the meeting, members voted to approve the draft constitution and a four-year work plan, and elected the association’s leadership, with Wang Tianpu, president of Sinochem Group, being appointed as the first chairman.
Li Yizhong highlighted the significance of upgrading the former association to the current one, noting that safety management in the chemical sector has weakened in recent years. He pointed out that accidents not only harm workers but also cause broader societal and environmental damage. The Jilin incident last year was cited as an example. In 2022, there were 404 safety accidents in Chinese chemical companies, resulting in 501 deaths, with 142 incidents involving hazardous chemicals causing 229 fatalities and 76 cases of secondary pollution. Li stressed that industry associations must step up and take responsibility during this challenging period.
He also mentioned that, according to sociological and economic studies, China is currently in a high-risk phase for accidents. While countries like the UK, US, and Japan took decades to move through this stage, China cannot afford the same length of time. The new association aims to address these challenges proactively and contribute to safer industrial practices.
